On the destruction of Syrian Chemical Weapons and the road leading towards it

On Wednesday, September 4, 2013 I placed the post:

Then came Kerry's slip ( whether on purpose or not ). Asked whether there was anything Assad could do to avoid an attack, Kerry said:
“Sure, he could turn over every bit of his weapons to the international community within the next week, without delay . . . But he isn’t about to.”

But Russia and Syria did pick up on the challenge.

On 12 September the Director-General of the OPCW Ambassador Ahmet Üzümcü received a letter sent by the Syrian Foreign Minister, Mr Walid al-Muallem, informing him of the decision by the Syrian Government to join the Chemical Weapons Convention (CWC) and of the transmission of a legislative decree to the UN Secretary General. And after days of intense negotiations out came the Framework Agreement reached by the Russian Federation and the United States of America in Geneva on 14 September. see (full text):

Then on Friday 27 September 2013 the Organisation for the Prohibition of Chemical Weapons states: " The OPCW Executive Council today adopted a historic decision on the destruction of Syria’s chemical weapons. ".

The same date 27 September 2013 the UN Security Council voted unanimous on the Syrian resolution
" UNITED NATIONS (Reuters) - The U.N. Security Council adopted a resolution on Friday that demands the eradication of Syria's chemical weapons but does not threaten automatic punitive action against Syrian President Bashar al-Assad's government if it does not comply. "
